FOR: All AAA and HCS Field Staff Authorizing MPC and COPES Services
SUBJECT: CLARIFICATION OF MB-HCS/AAA-00-02
Although MPC is the priority program, current financial program designs based on
ACES utilization prevent an efficient change over of all COPES residential clients who
also meet MPC financial eligibility.
Therefore, until the ACES system is programmed to process MPC, use the following guidelines for choosing the appropriate program for new clients and for reviewing current clients at the time of reassessment or significant change. Persons with:
Ø Income at or below the SSI level who meet program functional eligibility are authorized MPC.
Ø Income above SSI level who meet COPES functional eligibility are authorized COPES.
Ø Income above SSI who meet MPC eligibility but do not meet COPES functional eligibility are authorized MPC if their income does not exceed the SIL ($1590) and their cost of care exceeds their income. – This applies to residential clients only (except assisted living).
Remember: MPC Clients do not receive award letters showing income and dollar amounts that are paid in participation and/or room and board. These clients receive only a Medicaid award letter.
